French are defeated at Dein Bein Phu, and the French and Vietminh are forced to go on either side of the DMZ.  President Eisenhower (And later Kennedy) send civilian advisors and military personnel to South Vietnam.

Communist Control Act of 1954 passed overwhelmingly by congress.  It declared that the Communist Party was “not entitled to any of the rights, privileges, and immunities attendant upon legal bodies”.
